Evan Vaughan is the Executive Director of MAREC Action, where he leads legislative and regulatory advocacy across nine PJM states on behalf of almost 50 utility-scale wind, solar, and energy storage companies. In this role, he collaborates with policymakers, regulators, and stakeholders to advance clean energy deployment and grid modernization throughout the Mid-Atlantic region.

Prior to joining MAREC Action, Evan served as Manager of Media Relations at the American Wind Energy Association (now part of the American Clean Power Association), where he directed national media engagement strategies to elevate the profile of the wind energy industry. He also worked as a community relations consultant for an offshore wind project, focusing on stakeholder engagement and public outreach.

Earlier in his career, Evan held internship positions at the International Emissions Trading Association and the World Wildlife Fund, contributing to clean energy and climate change initiatives.

Evan holds a Master of Arts in Global Environmental Policy from American University in Washington, DC, and a Bachelor of Arts in Government and World Affairs from the University of Tampa.

Diane Cherry is the Deputy Director of MAREC Action, where she leads clean energy advocacy across multiple states and technologies. She works closely with member companies to shape policy positions and strategies that advance renewable energy deployment across the PJM region.

Diane has more than 20 years of experience in the energy and environmental sectors. Before joining MAREC, she led her own clean energy consulting firm, advising clients on policy, strategy, and stakeholder engagement. Her previous roles include Director of Engagement and Membership at the N.C. Sustainable Energy Association, Energy and Environmental Policy Manager at the Institute for Emerging Issues at N.C. State University, and Sustainability and Budget Analyst for the City of Raleigh. She also served as a Policy Advisor to North Carolina’s State Environmental Director and began her federal career as a Presidential Management Fellow at the U.S. Environmental Protection Agency.

She holds a Master’s in Energy Policy from the Harvard Kennedy School and a B.A. in Economics from the University of Virginia.

Evelyn Robinson leads MAREC Action’s engagement with PJM and its stakeholder community, advancing policy and market reforms that support clean energy deployment across the region. She brings deep expertise in energy regulation and advocacy, with a career spanning utilities, consumer protection, and renewable energy.

Before joining MAREC Action, Evelyn served as PJM’s primary liaison to the Organization of PJM States, Inc. (OPSI), the Consumer Advocates of the PJM States (CAPS), and other key stakeholders, including state officials, consumer advocates, and environmental organizations. She also directed regulatory efforts for Green Mountain Energy, helping bring cleaner power to one of the country’s largest governmental aggregations.

Evelyn began her career at the Ohio Consumers’ Counsel, where she represented residential utility customers for nearly two decades before state and federal regulators, and argued cases before the Ohio Supreme Court.

She earned her B.S. from the University of Montevallo and her J.D. from The Ohio State University College of Law. Evelyn also serves on the Advisory Board for the University of Idaho’s Energy Executive Course.

Paulina O’Connor serves as the New Jersey State Director, where she leads legislative and regulatory work in the Garden State. Paulina is a seasoned veteran of New Jersey politics with years of experience in the executive and legislative branches as well as the private sector. She has expertise in public policy and government affairs, specializing in relationship management, issue advocacy, and strategy implementation. Since 2024, she serves as the Executive Director of the New Jersey Offshore Wind Alliance, a project of MAREC Action.

Previously, Paulina was a lobbyist at The Zita Group (TZG), where she served as Vice President. Prior to TZG, Paulina served in the role of Director of Legislative Affairs as well as Acting Deputy Chief of Staff to Governor Philip D. Murphy. She began her political career in the state legislature.

She received her Bachelors in Psychology from Montclair State University and her Masters in Social Work from Rutgers University.

Sari Fink serves as the Director of Analytics for MAREC Action where she provides analytical insights and strategic guidance to advance the association’s PJM advocacy program. Sari joined MAREC Action in 2023, bringing over 20 years of experience in electricity policy, markets, and regulation. Prior to MAREC, she was Senior Director of Electricity and Transmission Policy at the American Clean Power Association (ACP), where she led policy development on transmission planning and wholesale market design and served on the U.S. Department of Energy’s Electricity Advisory Committee.

Earlier in her career, she held roles at Exeter Associates, the British Columbia Ministry of Energy, and in consulting, advising on electricity market reforms and resource planning.

She holds a Master of Arts and a Bachelor of Science in Economics from the University of Victoria.

Caroline Fletcher serves as the State Affairs Manager, focusing on state legislative and regulatory advocacy as well as member communications and event planning. Caroline comes to MAREC Action with several years of association experience, most recently from the Specialty Equipment Market Association where she worked on federal and state policy.

Caroline previously held internship positions for Congressman Steny Hoyer and the Maryland Sierra Club.

She holds a BA in Politics and Mathematics from Washington & Lee University in Lexington, Virginia.
