Two MAREC Action member projects totaling 440 MW selected to provide Maryland greater protection from volatile capacity prices

Baltimore, MD: Maryland has successfully completed the first round of its landmark battery energy storage procurement, selecting 440 megawatts of new storage that can strengthen grid reliability and help protect consumers from volatile capacity prices.

The Maryland Public Service Commission selected Flatiron Energy’s 400-megawatt Chalk Point Battery Storage Project in Prince George’s County and REV Renewables’ 40-megawatt Jade Meadow III Battery Storage Project in Garrett County for Energy Storage Capacity Credit awards. Both companies are members of MAREC Action.

“Maryland families and businesses need reliable electricity at predictable and affordable prices,” said Evan Vaughan, Executive Director of MAREC Action. “These projects can help meet growing electricity demand while reducing exposure to volatile capacity prices that ultimately affect customers’ bills. We congratulate Flatiron Energy and REV Renewables on their selection and look forward to seeing these projects move forward.”

The results demonstrate how competition and markets can work when paired with well-designed public policy. Maryland’s approach provides developers with greater long-term revenue certainty, helping projects obtain financing and move toward construction, while preserving competition among projects. This balance between reducing project risk and maintaining market competition can help Maryland attract private investment, add needed resources to the grid, and protect customers from price volatility.

The procurement is the result of the Next Generation Energy Act, enacted in 2025 by the Maryland General Assembly and signed by Governor Wes Moore. The law established the framework for procuring at least 1,600 megawatts of transmission-connected energy storage. Following enactment, the Maryland Public Service Commission moved quickly to implement the law and complete the first competitive solicitation.

The projects also demonstrate the range of opportunities for deploying storage across Maryland. Flatiron Energy’s Chalk Point project would be located at the existing Chalk Point electric generation site in Aquasco, Prince George’s County. REV Renewables’ Jade Meadow III project would add battery storage to its planned solar project on reclaimed coal mine land in Garrett County.

The Chalk Point and Jade Meadow III projects must still complete additional state approval processes before construction, including review of siting, safety, and environmental considerations.

The Next Generation Energy Act calls for two competitive solicitations for transmission-connected energy storage. A second round is scheduled to begin by January 1, 2027, providing another opportunity to bring additional storage resources and private investment to Maryland.
